The team of Chinese-German Institute for Intellectual Property undertook the task of intellectual property of the US-China Clean Energy Research Center

  On June 1st, The 7th Steering Committee meeting of US-China Clean Energy Research Center(CERC http://www.us-china-cerc.org/) was held in Washington, USA. Chinese Minister of Science and Technology Wan Gang, Deputy Director of Energy Bureau Shi Yubo, United States Secretary of Energy Ernest Moniz and other directors of the steering committee attended the meeting. Minister Wan and Secretary Moniz had made important instructions.

  Chinese Ministry of Science and Technology Counselor Cai Jianing and US Department of Energy Dr. Robert Marlay delivered reports on behalf of the CERC at the very beginning. Whereafter, leaders from three consortiums (advanced coal technology, building energy efficiency, clean vehicles) and newly added “Energy and Water Consortium” made plenary lectures respectively. As the leader of China’s IP group, Prof. Yu Xiang and Mr. Stacy Baird (leader of U.S. IP group), have jointly reported on the first stage of the work of CERC(2011-2015),as well as the work plan of the second half of 2015 and the second stage (2016-2020) of CERC.

  Afterwards, enterprise representatives held round table meeting and reported on what they had gained from participating in the US-China cooperation during the first stage of CERC. Meanwhile, they expressed the expectation for the next round of cooperation.

  After up-metioned reports, both U.S. and Chinese ministers gave full affirmation to the research progress in the first 5 years of CERC ,spoke highly of the work of TMP and the effort to promote US-China technical cooperation, they also put forward the expectation for the next step work of CERC

  In Minister Wan Gang’s speech, he expressed his gratitude to the work of each consortium and IP group, and he also proposed four points of hope:1,continue to intensify efforts to promote the achievements of US-China CERC cooperation, evaluate and summarize the gains and loss of the previous work, and promote this US-China CERC cooperation as an example of international cooperation in research and innovation. 2,futher to compact the objective of the second stage of CERC, give full play to complementary advantages of both sides, and make the research achievement to be more applied. 3,attract more units to participate in the CERC platform, and promote the extensive application of innovative technology in different ways. 4,further to strengthen intellectual property rights cooperation of China and the US, carry out the more detailed and in-depth work in the second phase of CERC on the basis of Technology Management Plan(TMP) formulated in the first phase and the maintenance and support of technical cooperation of China and the US, friendly service each units and its members of CERC, strive for the protection and guidance for cooperation innovation technology transfer application.

  Professor Yu, led the IP group consisted of our university, Tsinghua university and legal adviser of Ministry of Science and Technology to undertake the research of US-China intellectual property, jointly develop the TMP of intellectual property sharing and utilizing and so on as a member of the Clean Coal Consortium since the first phase of CERC in 2011. The TMP made by Clean Coal Consortium was learned and adopted by Clean Vehicle Consortium and Building Energy Efficiency Consortium in September 2011, and became CERC general intellectual property management standards. Group of experts on intellectual property of CERC was newly formed, Professor. Yu was appointed as the head of Chinese experts, led the intellectual property team of our university to undertake certain intellectual property tasks in the level of CERC and strive for guiding, maintaining and promoting US-China cooperation, technology transfer and such tasks.

  Dr. Liu Shan and Dr. Zhong Jingheng, members of Chinese-German Institute for Intellectual property, also attended the 7th Steering Committee meeting of CERC and the US-China intellectual property experts seminar which held in Washington, as members of CERC experts group on Chinese side.
