Chinese-German Institute for Intellectual Property (CGIIP) successfully carried out the intellectual property (IP) training for U.S.-China Clean Energy Research Center (CERC) participants

  On November 16-17th, CERC’s pilot intellectual property (IP) training session was successfully hosted in Huazhong University of Science and Technology (HUST). This program was jointly organized by the CGIIP in the School of Management at HUST and the U.S.-China Clean Energy Forum (CEF) with valuable support from China’s Ministry of Science and Technology (MOST).

  Prof. Chen Jianguo, vice-president of HUST, gave the welcome speech at the beginning of the meeting. He introduced Prof. YU Xiang, as the director of Chinese-German Institute for Intellectual Property (CGIIP) and the director of Chinese IP Experts Group, as leader of the Chinese IP group to cooperate with American IP group. They innovatively and jointly developed the Technology Management Plan (TMP) for Advanced Coal Technology Consortium (ACTC), which was popularized to other subordinate alliance of CERC as the common technology management criteria. TMP was regarded as a fundamental institutional document in IP sharing and utilization for the cooperation between China and U.S., and it also facilitated and promoted the good cooperation between three technical alliance of U.S.-China CERC during the first 5 years.

  Chinese director of CERC and counsellor of International Department of Ministry of Science and Technology (MOST), Cai Jianing said in his speech that CERC has become the landmark project in the field of Science and Energy for China and U.S.. Successful IPRs Management patterns would effectively strengthen and facilitate U.S.-China cooperation, and increase the strong ties and the lubricant to the new type of relationship between U.S. and China. He hoped that this seminar would further promote the mutual understanding on the characteristics of IP for both sides and would guide the member units to improve their own IP management mechanism, as well as the establishment or utilization of a social IP service platform. He also hoped that U.S. and China could narrow differences, avoid disputes, reasonably assign IP sharing and effectively sign technology transfer agreements. In addition, he wished that this seminar would become a highlight in U.S.-China IP practical cooperation.

  The purpose of this training session was to address the limited amount of U.S.-China joint patent application and lack of technology transfer and practical application of research results in the first five-years cooperation between China and U.S. CERC. Addressing the Key chapters “Patent” and “Technology Licensing” in Researchers’ Guide to IP and Technology Transfer compiled by an U.S.-China IP experts group, the IP group tried to guide alliance members to be more proactive in effectively utilizing IP regime (i.e. patent etc.) to promote profound joint innovation, technology licensing and application of innovative achievements for U.S.-China CERC members through systematic explanation, analyzing typical cases and making comparison of Chinese and American related IP regime.

  Towards the theme of “Patent Management and Technology Licensing”, the Chinese director, Prof. YU Xiang, and American director, lawyer Stacy Baird, members of CERC IP experts group, led other members (10 in total) to do 3-day training for the technical experts from CERC-ACTC, -CVC, -BEEC, -EWC etc., as well as intellectual property managers and business representatives. Subsequently, U.S. Consul General of Wuhan, Mr. Joseph Zadrozny, commissioner of State Intellectual Property Office (SIPO) Mr. Sun Quanliang, as well as legal and policy adviser of Beijing Representative Office of United States Patent and Trademark Office (USPTO) Mr. Justin Conroy, delivered addressed matters at the opening ceremony. Deputy director of Department of Science & Technology of Hubei Province Mr. Du Yun, director of Intellectual Property Office of Hubei Province Mr. Zhang Yanlin, and secretary of the Party committee of School of Management of HUST Mr. Jin Lingzhi also attended this meeting as leaders.

  Also attending the training sessions included leaders of Division of Affairs Department of International Cooperation of China’s Ministry of Science and Technology (MOST) and of U.S. Consul General of Wuhan, more than 120 teacher and student representatives from the Research and Development Office, the International Exchange Center, and School of Management of HUST.
