August 31^st , 2009: Prof. Kongzhong Liu from Science and Technology-Institute of National Tsing Hua University, gave lecture entitled “On the Development Trend of Copyright Law from the Essence of Intellectual Property”. It was hosted by Prof. Xiang Yu, Director, Chinese-German Institute of Intellectual Property and was hosted at the School of Management, HUST.

Prof. Kongzhong Liu is also a researcher at the Law Institute of Academia Sinica. He discussed the benefit balance between the obligee and the user from the essence and the legislation purpose. He also talked about the violation issue of copyright from competitive law’s restriction on obligee. In addition, he explained the compulsory licensing, fair use, payment mechanism, and international covenant of copyright. Finally, he put forward the idea of establishing an intellectual property court.

In terms of the benefit balance of copyright, Prof. Liu emphasized that the intellectual property is a biogeocenose. The right of one side should not be maximized, and the contribution of the user should not be overlooked. Meanwhile, he pointed out that reward request right is the development trend of the protection of copyright which would be executed centrally by the collaborative management group. He discussed the reward request right applied in the patent field and the personality right in copyright.
