Prof. Yu Xiang Attended 2022 Yangtze River Delta and Pearl River Delta Intellectual Property Cooperation Conference and Delivered a Keynote Speech

On October 28-29, 2022, the "Shanghai Pujiang Intellectual Property International Cloud Forum 2022 Yangtze River Delta and Pearl River Delta Intellectual Property Cooperation Conference & The 2nd Beijing, Tianjin, Shanghai and Chongqing IP Intellectual Property Forum" (hereinafter referred to as "the Forum") was held in Shanghai. A total of 100 specialists delivered speeches through online and offline. The content covers all aspects of intellectual property from creation, application, protection, management to services.

The Forum was organized by the Council for Promoting South-South Cooperation(CPSSC), the International Association for the Protection of Intellectual Property China Chapter (AIPPI CHINA), the China-Europe Association for Technical and Economic Cooperation (Ministry of Commerce), and the Shanghai Outstanding Contribution Expert Association. The forum’s theme was "Comprehensive Implementation of the Outline of Building a Strong Intellectual Property State (2021-2035)". Yu Xiang, the Professor of School of Management, HUST. Director of China-Europe Institute of Intellectual Property of HUST, Vice President of Hubei Normal University and Academician of European Academy of Sciences, gave a keynote speech and was the moderator of some of the keynote speeches at the 29th Forum.

Professor Yu Xiang's speech focused on the eighth part of the Outline for Building an Intellectual Property Power (2021-2035) issued by the Communist Party of China Central Committee and The State Council, "Deeply participating in global intellectual property governance". From the perspective of patent system, he proposed how to revise the WTO Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) to cope with the new global crisis by revising footnote 5 of Article 27 of TRIPS Agreement to introduce the "novelty grace period" system for patent applications, especially in the case of public crisis. In addition, footnote can also be added to the "conclusion of licensing contract" in Article 28 of TRIPS as footnote 6bis to introduce the patent "open license" system. At the same time, in order to promote better implementation of the modified TRIPS Protocol, it is still necessary to continue to study and develop proposals on possible measures to implement compulsory licensing for humanitarian aid purposes.

A total of 100 guests at home and abroad delivered speeches online and offline, covering the creation, application, protection, management, service and other aspects of intellectual property. It was the first "100 People International Intellectual Property Forum" in China, and more than 500,000 people watched it live.
